Why Baguio is high-risk

Baguio's danger comes from its terrain: a densely-built mountain city at ~1,500 m, cut by steep ravines feeding the Balili River (which rises near Burnham Park and Teachers Camp) and the Bued River basin along Kennon Road. Two events define the risk. In October 2009, Typhoon Pepeng (Parma) dumped relentless rain and triggered landslides that killed 53 people in Baguio City alone — including a slide at Barangay Crescencia, eleven dead in Barangay Irisan, and eight in Lower Kitma; the NDRRMC's final national tally was 465 dead and over ₱27 billion in damage. Nineteen years earlier, on 16 July 1990 at 4:26 PM, a magnitude 7.7–7.8 earthquake on the Digdig segment of the Philippine Fault flattened much of Baguio — the 12-storey Hyatt Terraces collapsed, killing about 80 people, and roughly a thousand died city-wide. Steep-slope barangays like Camp 7, Quezon Hill, Aurora Hill, Pacdal, and Apugan-Loakan sit in the path of both hazards.

Rain-induced landslide sa Baguio: ano ang gagawin

On Baguio's slopes, a landslide can move faster than you can run — so the response is to read the warning signs and leave early, not to wait it out. The risk is seasonal and current: on 27 July 2025 the Mines and Geosciences Bureau (MGB-CAR) flagged 623 barangays across the Cordillera as at risk of rain-induced landslide or flood, with Benguet (which surrounds Baguio) holding 254 of them. That same month, Severe Tropical Storm Emong buried four homes at Purok 2, Outlook Drive, injuring two, and the city logged 98 incidents of soil erosion, landslides, and rockfalls. Watch for cracks in the ground or walls, tilting trees or posts, muddy water, and a rumbling sound — and move away from both the base and the top of the slope.

Lindol sa Baguio: Duck, Cover, and Hold

If the ground shakes in Baguio, do Duck, Cover, and Hold immediately — it is the response PHIVOLCS recommends and the single biggest life-saver during a quake. Baguio learned this the hardest way: the 1990 Luzon earthquake (M7.7–7.8, Digdig segment of the Philippine Fault) collapsed the Hyatt Terraces and killed roughly a thousand people city-wide in 45 seconds. The fault is still active, so treat every tremor seriously — and remember that in Baguio a strong quake also weakens slopes, so landslide and aftershock risk continue after the shaking stops.

DUCK — Lumuhod / lumarag agad bago ka itumba ng pagyanig.

COVER — Magtago sa ilalim ng matibay na mesa; protektahan ang ulo at leeg. Kung walang mesa, yumuko sa tabi ng interior wall, malayo sa bintana at salamin.

Evacuation centers: where to go in Baguio

Your evacuation center is assigned by your barangay — usually the barangay hall, a public school, or a covered court near you. Across steep-slope Baguio neighborhoods like Irisan, Camp 7, Quezon Hill, Aurora Hill, Pacdal, and Apugan-Loakan, these are the typical designated sites, but which ones open changes with each hazard and advisory. Before and during heavy rain, slope-exposed barangays evacuate first — during Severe Tropical Storm Emong in July 2025, 43 Baguio families sheltered in an evacuation center, and as Typhoon Uwan approached in November 2025 the city pre-emptively moved 142 families (683 people) to safer ground. After a quake, expect structural and slope checks before re-entry. Do not rely on a memorized list: the official, current roster of evacuation centers and rescue staging points is published by the city. What are the warning signs of a landslide in Baguio?

During heavy or prolonged rain, watch for new cracks in the ground or walls, tilting trees, fences, or posts, doors and windows that suddenly jam, muddy or discolored stream water, and a low rumbling sound.
